First Aid Kit Refills UAE: Inspection & Restocking
Prepare a first aid refill order: recover a missing contents list, count usable stock and compare pack quantities by size for your UAE workplace.
By FirstCare First Aid · Updated
The short answer
Start with an approved contents list and count usable stock for each item and size. If the list is missing, ask the responsible site team to confirm it before declaring the kit complete. Convert each shortfall into the supplier’s exact order units; a mixed refill can have enough pieces overall and still leave one size short.
Inspect the actual station
Record the station ID, inspection date and checker. Compare each item with the approved quantity and note its condition and expiry where applicable. Check the contents of the outer kit or box without opening individual sterile wrappers. An intact outer seal alone does not establish that the contents match your site’s approved list.
If the approved contents list is missing
Make an observed-stock record first. It describes what is present; it does not establish what the kit ought to contain. Keep the required-quantity field marked “awaiting confirmation” rather than treating the current count as the target.
Give the record to the person responsible for the site’s first aid arrangements. They should reconcile it with the current needs assessment, applicable requirements and any approved inventory. A manufacturer’s original packing list or old invoice can help identify the kit, but does not by itself approve its contents for the current workplace.
- Record the station location, container or dispenser model, identifiable item references, sizes, counts and visible expiry or condition issues. Photograph labels without opening individual sterile packaging.
- Record who will confirm the inventory, the list’s version or approval date and any unresolved items. Ask the responsible team to arrange appropriate interim provision while gaps are resolved.
- Once the list is confirmed, calculate each shortfall, approve the refill order and retain the confirmed list at the station or in the site record.
Turn the check into a refill order
Give each required replacement its own order line, including the exact size and specification. Calculate the shortfall as approved quantity minus usable quantity, with no additional quantity needed when usable stock already meets that line. Do not include expired, damaged or unsuitable items as usable stock.
Ask the supplier to state the unit of sale, units inside each pack and any mixed-size breakdown. For a pack containing only one approved item and size, divide its shortfall by the units per pack and round up to a whole pack. Check every size separately for mixed packs and obtain approval for substitutions.
| Record | Reason |
|---|---|
| Approved quantity and usable quantity | Shows the actual shortfall |
| Item specification | Prevents an unintended size or product change |
| Expiry or damage reason | Distinguishes replacement from additional stock |
| Order unit, pack contents and surplus | Separates pieces, refill units and outer boxes; records extra stock instead of hiding it |
| Order and receipt dates | Shows whether the shortage has been resolved |
| Checker and sign-off | Confirms the station is ready after receipt |
Worked example: enough pieces can still mean a size shortage
Cederroth’s Plastic Plaster REF 6036 listing states that one refill has 27 plasters of 72 × 19 mm and 18 of 72 × 25 mm, with six refills per outer box. The example below assumes a hypothetical shortage of 60 smaller and 10 larger plasters. These are calculation inputs, not recommended kit quantities.
Confirm the exact model, approved specification and supplier’s unit of sale. Three refill units may cover this example, but do not assume the supplier sells them separately.
| Quantity checked | Size breakdown | Result for this example |
|---|---|---|
| 2 refill units | 54 smaller; 36 larger | 90 total, but still 6 smaller plasters short |
| 3 refill units | 81 smaller; 54 larger | Both needs covered; surplus of 21 smaller and 44 larger |
| 1 outer box (6 refills) | 162 smaller; 108 larger | Surplus of 102 smaller and 98 larger; confirm the order unit |
Allocate surplus and close the refill record
Before ordering, compare approved single-size replacements with mixed packs where the supplier offers them. Include the usable surplus, storage conditions and expiry information in that comparison; the lowest price per piece may still leave unsuitable excess stock. The manufacturer example above does not establish FirstCare availability or compatibility with your kit.
On receipt, check the actual item references, sizes, quantities, packaging condition and expiry information against the accepted order. Allocate the required supplies to the named station and record any surplus as separate approved spare stock. Keep unresolved lines open until they are received or an alternative is approved. Confirm the station against its inventory before signing off the refill.
Set a check schedule appropriate to the site
Use the schedule required by your authority and site procedure and respond to used supplies. UK HSE advises regular checks and replacing expired items; this is general maintenance guidance, not a UAE inspection interval.

Common questions
Can I use the items left in a kit as its refill list?
Use them to record observed stock, but ask the responsible site team to confirm the required inventory. Missing items will not appear in a count of what remains, and an old packing list may not reflect current site needs.
Is a refill unit the same as a box?
The terms can refer to different packaging levels. Ask for the exact product reference, pieces per refill and refills per outer box, plus the unit the supplier actually sells.
Can a larger total piece count replace a missing size?
Check each approved size and specification separately. A mixed pack may contain more pieces overall while leaving one required size short; obtain approval for any substitution.
